I read both this one and the Giver of Stars which both take the concept of the 1930's bookwomen in Kentucky that went around on horseback to the mountain homes to deliver library books. This one has the added component of the main character being a member of the Fugate family who has a genetically caused disposition to blue skin. So the interesting fact of this book is that the young lady (who has blue skin) is treated even worse than Black townspeople. In addition, this books shows that even though you try to be the best you can be, 1) some people will make your lives hard for you and treat you unfairly for a variety of reasons, and 2) the grass is always greener on the other side (until you get there).
As far as the controversy of being like Jojo Moyes's book, there were a couple of similarities, but I would chalk it up to coincidences or using the same primary sources. Therefore, read both because they are both incredibly interesting and yet have some different themes and perspectives.
